College Employer Council Update - February 14, 2022 - Upcoming Employer Final Offer Vote Information

On January 17th, CEC started the process to hold a vote on the employer final offer. That vote will be held over 3 days, February 15-17. The secret ballot vote will be conducted virtually. You will receive a PIN code and voting instructions from the Ontario Labour Relations Board (OLRB). You will need only to log onto a website, enter your code and cast your ballot. The voting process is easy and confidential. Exercising your right to vote is important.

Everybody is affected by the outcome of the vote and the decision whether the employer final offer gets ratified will be made by those employees who cast a ballot. Individual votes count exactly the same, whether cast from a larger college or a smaller one. There is no minimum voter turnout required – the majority of the ballots cast will determine the outcome. If you don’t vote, the outcome of this important decision could be determined by a group of employees who may not share your views.

In order to be heard and protect your own interests, you must vote. Exercise your right between February 15-17.

Who is eligible to vote?

All full-time and partial-load professors and instructors and all full-time librarians and counsellors are eligible to vote and should receive a communication directly from the OLRB with their PIN and voting instructions.

What should I do if I am eligible to vote and don’t receive a communication from the OLRB?

You can contact the OLRB Voting Help Desk by telephone at 416-326-7432 (English), 416-434-6748 (French). When you contact them, you can indicate that you are calling about the employer final offer vote in OLRB case number 1918-21-VO. They can assist you in being added to the voters list.

What involvement do OPSEU and the CEC have in the employer final offer vote?

CEC requested that the vote be held. The CEC provided a list of voters obtained from the Colleges to OPSEU for validation. The list was then provided to the OLRB. The OLRB alone conducts the vote and OPSEU and the CEC have no involvement in that process.

How will the outcome of the employer final offer vote be determined?

In order for the employer final offer to become ratified, CEC must obtain 50 % plus 1 vote support from among the ballots cast in the employer final offer vote. There is no minimum number of votes required for the vote to be valid. The majority of votes cast will determine the outcome.

Will anyone know how I voted?

No. The vote is entirely by secret ballot and you will not be personally associated with the vote that you cast.

When will the results of the vote be released?

It is likely the vote results will become available on February 18, 2022.
